If a site has the same content but in 3 languages, is that site allowed 3 listings in the different language categories of the subject?

Yes, please submit to them all (as the editors working in each language may not be familiar with the other languages.)

But only submit the root URL, not the language-specific page.
It is your responsibility to be sure that the visitors can navigate to the correct pages from the root.

The guidelines say that the use of a "doorway" is preferred, but by no means is it required.

In addition, it may be listable more than once in each language (such as in a Regional and non-Regional category).

Important points:
• The translations must not be machine translations.
• For a site to be listable in a particular language, it doesn't necessarily have to be completely translated, but it must be possible for someone who knows only that language to use the site.

I am none the wiser from the different answers so will post what prompted my enquiry and see what you think.
