a dilemma on current website input principle

If a website is seemingly appropriate to be put in Category A, but it can also be put at Category B (not the parent Category of A), how can we deal with this? Can we simply put it in two categories?

To be specific, if the website is in English, but I know it's appropriate website for people looking for documents under the alike Chinese simplified category. Can we give it in the Chinese counterpart as well?

If you site is available in different languages (not just babelfish or whatever translated) then you can submit the page to the appropriate world category. We will list sites in whatever languages they are available in as long as they meet our site selection criteria as put forth in the editing guidelines.

Or if the website is _about_ something very chinaspecific, finde the correct place in the english-language Regional/.../China/ tree

(It would be so much easier to discuss, if people like you would just provide a link to their site...)
