I can't see that text on that page, to be honest. It says # Ukrainian-UTF8 (949) in my browser. Perhaps it displays differently depending on where you log in from? In any case the Test category is not actually part of the directory, however there exists a category for Ukrainian at http://www.dmoz.org/World/Ukrainian/ . As you can see in http://www.dmoz.org/World/ , all languages that are written with a non-Latin script (Chinese, Thai, Russian etc) have a top category with the language name in English. I believe there are technical reasons behind that decision.

The UTF8 catgeories are a remmant from a conversion we did in 2004. They are not up-to-date and are not maneged.

You must have missed this category http://www.dmoz.org/World/Ukrainian/ on DMOZ.
As you can see we use a limited set of characters on http://www.dmoz.org/World/ . But within the Ukrainian cat we use the language character set.
