Where there are 2 catagories below that start with "law offices of". Why are they there? Should they not be in there regioal catagorie like all the other lawyers. Every lawyer is a refferal service.

Those subcategories contain referral service sites sponsored a particular group, not the law office site itself. See the Category Description

Are you talking about the two sites that are listed in that category with titles starting with "Law Offices of..." or the two subcategories with names starting with "Law Offices of..."? 'Cos I've seen you refer to whichever you're talking about as both categories and sites and you're confusing me.
