Yes.
We aren't a search engine.

We list sites based on the unique content visible to a human.

*However* hidden text and links may be part of considering a sites veracity and also an indicator that the content needs to be checked in much more depth to ensure it is unique.

Bottom line: Hidden text and or links are not the sole reason to not list a site.

Our guidelines on this are at http://www.dmoz.org/guidelines/include.html
see the sections on
Is it easy to assess the site's trustworthiness? and
Spider Food, Lead Generators and Content Mills
for the more relevant sections.

As an editor janhvizdak, you have of course already read the Guidelines. In the future you can always ask internally regarding questions concerning listability... ;)

Is it OK to list a site which uses any kind of unfair techniques for improving it's rankings in search engines?

I am talking about customarmoring.com which uses hidden links and hidden text at the bottom of it's pages.

The site is listed here: http://www.dmoz.org/Business/Business_Services/Fire_and_Security/Security/Armored_Vehicles/

I don't think so, Ive submitted 2 black hat seo websites before and they both got rejected, even though both sites were not using any black hat seo techniques themselves they were just giving information about it,, lets hope its third time lucky and my new site Removed URL will pass !
