Few Days ago I applied to volunteer a category. My application was rejected, and I applied again in other smaller category without noticing 'reviewer comment' section of the email because in most of the previous rejection emails it was blank.

The Reviewer had commented the following:

There is no need to apply again. We wish you well in your future endeavours elsewhere.

I want to ask(request)while respecting the comment of the Reviewer, Can I apply again in a category in which I am REALLY interested ?
I accept the fact that I made some conflicts in my previous form(s). I promise not to do again.

P.S. I have already applied for a category after receiving above email(Because I didn't noticed reviewer comment section) and I think that application form has been rejected and deleted but I was not notified by email. I am sure about this because there is a bug In system through which we can check whether our Application is under review or not ?
(I already mentioned this bug in a thread)

I would be very thankful to Directory Mozilla Team if they allow me to apply to Volunteer again.

But in guidelines nothing is specified like this. So, Is there any system to request to get permission to apply again.
Here: http://www.resource-zone.com/forum/index.php?showtopic=1283 , it is clearly written If your application is rejected, feel free to reapply. There is no reason to wait some set period of time before reapplying. You should, of course, try to do something about those factors which caused your application to be denied.

Meta's have the power to forbid further applications and that's what happened in your case.

Please go find some other hobby. To give you more time to do so and avoid further time wasting here, I'm giving you a 30 day posting ban.
