Can I pay an editor to list me

I do not think that there is an editor in my catagory,
Sandals Catagory.
Any editor willing to be paid out there to list my site?
I know that it can be done, by someone on that side of the game.

No. An editor who is discovered to accept payment - we call it "a bribe" - for listing won't be an editor any longer. And that is also one of the few things that could ban a web site from being listed in the future. Like security guards at an airport, there are certain jokes that we don't appreciate here, and bribing editors to be listed is one such thing.
