Can I resubmit in this case?

What would you suggest in my scenario?

I submitted a site over a year ago when the site was relatively new. The site has improved drastically since, and if there was ever a question to approve or not approve in the past due to it's new nature, that should be completely erased. That sounded weird but hopefully you know what i mean.

So my question... Is it okay to resubmit? If an editor didn't think it was worthy of acceptance then, can I bring it back to their attention?

Suggesting it just once more shouldn't cause a problem. The worst that can happen is that it overwrites the previous suggestion (if it hasn't been evaluated yet).
