can i submit it two time in two catgoray

i'm just think if there is any chanse to submit our site in two catgoray the english one and arabic becz my site a re multi lang ?

If your website has content in both languages (real content, written by humans not translated by a program) you are allowed to suggest the website to both languages.

Some volunteer will process your listing suggestion in time but we can't predict who or when that might be. Elapsed times can range from a few days to a few years. There is no need to re-suggest your website and doing so could be counter-productive because a later suggestion overwrites any earlier one.
