I was just curious, if a catagory has the statement at the bottom "Volunteer to edit this catagory" does this mean there is no current editor for that catagory? If so what is the process of a site being reviewed in that catagory if there is no current editor?

The review process is the same for all categories.

I think he meant "will accept new editor applications" in the sense of the fact that people can actually submit an application to such a category, not that they should or that we will approve them automatically. After all, "accepting applications" just means that you can apply, not that you'll get through.
