Categories without editors

What happens to submissions to categories that don't have editors listed?

Every category has several hundred editors - all those in the categories above it plus all the editalls and meta editors etc . No category escapes attention, though sometimes it can take a while for a suggestion to be processed.

It's going to depend on the the individual category that does not have an editor. But for example, I'm listed as the editor in 22 categories, but in fact I actively edit in about another 125 categories that I have access to, that appear not to have an editor. And as stated there are several hundred editors who can edit anywhere.
