May you add a "Restaurants" category in South America: Chile: Business and Economy?.

Sure, just as soon as there are several sites to go in it.
We generally only create categories when there are multiple sites to go in them, so if you know of several sites for restaurants/bars that have physical stores in multiple regions ( http://www.dmoz.org/Regional/South_America/Chile/Regions ) of Chile, suggest them to Business_and Economy and we'll create the sub cat when they are reviewed.
Please note that Restaurants and Bars are generally listed in their physical Locality (for single location businesses) , or in the lowest container category that encompasses all physical locations (which in Chiles case appears to only have Region and Country level alternatives).
Dining guides or similar would need to be specific to Chile (ie not include other countries), not be a section of a broader site (South_America dining guides for example - the main url would list at South_America level), and contain information about establishments in multiple Regions (or they would list in the Region).
I think this covers most of the permutations. May be more detail than you wanted, but should help with any suggestion category selection.
