category listing page dircts me to list elsewhere but that cat. has no Suggest URL

Hello, I am trying to suggest http://www.carteretcommercialmortgage.com a commercial mortgage lender that lends in all states in the US. It says clearly under the individual state categories of http://dmoz.org/Business/Financial_Services/Mortgages/Regional/United_States/ that if you lend in more than one state you should not list in all states but instead list under the mother catgeory http://dmoz.org/Business/Financial_Services/Mortgages/Regional/United_States/ --yet this category has no Suggest URL link.

please help.
