category not accepting submissions?

hi - I want to submit a french-language travel guide (non-affiliate) for a specific city in Mexico - and the farthest down I can get is here:

However, the category is "locked" - after I wrote the appropriate brief description and submitted, the site informed me that this category is not accepting submissions - which seems weird, since normally a locked category doesn't allow you to submit at all (as far as I remember).

I have a feeling y'all are going to say "check back later" or something, but I have gone to the trouble to translate about 120 pages into French for "le monde francophone" - so, pretty please unlock the category, non?

This is just temporary as some UTF stuff is being done to the world categories.

You should now submit to http://dmoz.org/World/Fran%c3%a7ais/R%c3%a9gional/Am%c3%a9rique/Mexique/Voyages_et_tourisme/ , but be aware that ATM no editor can check whether submissions have been received, even less list any, so...

It's OK now, all World/Français has been converted to UTF-8 and editors can again check submissions. Just remember to submit from the URL for the public page I gave, not the (old) one you mentioned in your first post, which will still exist for a short time but won't allow submissions. Yes, it's a bit confusing - just believe me
