This sentence is crystal clear.

You ask to be guided: ok.

Companies like this get ONE listing in the ODP at most. (No company is guaranteed even one).

Developing mirror sites for this company, either with the exact same content, or one with different content but offering the same product will not get listed.

If you ask why, then the answer is that we are listing information which we editors consider useful to the end user - if the products on one site are a subset of those offered on another site, what use is it to a user to list both of those sites?

I hope this clarifies - there is further reading which you have been provided before on mirrors.
