Correct location?

I noticed that the category
http://www.dmoz.org/Regional/North_America/United_States/Arizona/Counties/Pima/Society_and_Culture/
included a Wikipedia which links to an article about Lukeville, Arizona (in Pima County) which may seem appropriate on the surface.

Yet I seem to feel it would better be located in
http://www.dmoz.org/Regional/North_America/United_States/Arizona/Localities/

What are your thoughts?

My take (although keep in mind I don't edit in Regional/US - editors with regular experience there will have more nuanced understandings of the area) is that if there are enough sites found to warrant a category for Lukeville, then you are quite right, they would go in http://www.dmoz.org/Regional/North_America/United_States/Arizona/Localities/L/Lukeville/ . However as Lukeville is a town of 35 people, editors probably haven't come across enough sites (yet) to justify creating the category. As such the site has been put in the next largest geographic area, http://www.dmoz.org/Regional/North_America/United_States/Arizona/Counties/Pima/
