Couldn't get the form to submit.

I have tried for months to become an editor at DMOZ and for a category that has an "adopt this category" or however it was put, but I can't even get the application to submit. It just reloads.

I've never heard of that so you're going to have to give us more information. Did you fill in all of the fields? The only ones that don't require a value are the ones associated with the 3rd URL (if you've left some required fields empty when you click on Submit, the page will reload with a pink highlighted note above the category field that says "Please fill out the form completely.").
