Hello trying to better understand county versus localities.

Here is my question

a site that is listed in
Regional: North America: United States: Arizona: Localities: T: Tucson: Business and Economy: Real Estate: Residential: Agencies

Is not in Tucson actually about 20 miles out side of the city closer to the city of Marana. I went to suggest a url update and realized that
Top: Regional: North America: United States: Arizona: Counties: Pima: Business and Economy

Does not have a real estate category. Which category would be correct?

The wrong regional category is always wrong. So always go to the most specific relevant regional category before even looking up.

At that point, go as deep in topical categories as you can (which may not be very deep--some regional categories are subdivided more than others.)

To clarify what hutcheson said, always drill down to the right geographic location before considering the appropriate topic. Since real estate agents/agencies are always listed according to where their offices are physically located, that usually means drilling down to the appropriate locality and then pick the deepest appropriate topical category you can find for the type of site. If there's no Business and Economy/Real Estate category, then it would be the Business and Economy category; and if there's no Business and Economy, then it would be the top level of the locality. But it wouldn't be the county category unless the agency actually had multiple physical offices within that county.
