this is interesting
if you go to google.com and select the "more" tab - it will give you a number of options such as photos, blogger, books, etc, BUT NO "directory"
this is not the case with other google sites such as .co.uk, co.in, ca, .com.au
and possibly others
perhaps other country based domains will see the same results as .com
so maybe google has "gobbled" up the ODP

Google seem to constantly test different looks on their mainpage and with personalization (iGoogle) individuals can choose their desired links on that page. So Google may link or not to their copy of ODP in different ways, but that´s not really something that we editors can or should have influence on.

No definite answer, they appear to update whenever they feel the need.
There is some sort of update in progress at the moment. It's currently only visible on some of the European datacenters. For example http://gfe-bu.google.com/Top/ and http://gfe-fg.google.com/Top/
