If editors find the content to be exceptional, then the editors might grant additional listings for a site.
It is almost never appropriate for a submitter to suggest more than once (though a second suggestion, after a year, in case the first was lost, would not be a problem).
However, there are two well documented cases that negate the above (and both are fairly rare): some sites might qualify for a Topical (by Subject) and a Regional (by Location) listing; and sites in multiple languages (NOT machine translation!) might qualify for a listing in one or more World categories.
