Thank you for asking! So many people just resubmit without bothering to check first if it is necessary or not.

Once your site suggestion has reached us, there should never be any need for you to resubmit. The submission won't go away until it is reviewed and either listed or denied.

To make sure your suggestion has made it to the pile of unreviewed sites, you can ask for status in the Site Submission Status forum. Please make sure it has been at least a month since you last suggested your site, and that you read the forum guidelines to give us the information we need to help you. Thanks! {moz}

I think the question was meant a little different as Nea answered.
If a site is listed there is no need to submit again.

Well,!
I have linked dmoz on my web site...i have designed, done drawings, built fast ferries, houses, pubs and bar interiors.
I have read ODP instructions xxx times. I cannot find form to fill to submit my url...I got to this stage, (being able to comment) and so how do I suggest my url? Hummmmm bye, Walter....

Welcome Walter.

1. Go to http://dmoz.org/ .
2. Search for the right category for your site.
3. When you are looking at the right category, you will see a link at the top 'suggest URL'.
4. Click on the link and fill in the form.

Some high-level categories have no 'suggest URL' link. In that case look for a suitable sub-category and submit there.
