I have search all around the new dmoz and don't see any category that has a pencil on it. When will this be active?

I suspect never. Dmoztools.net is a temporary and static directory mirror.
(Static means it does not change, no site listings added, no site listings deleted)

No, you have to ask AOL why they closed it.
It id a bit difficult to understand what you mean, but at present it is not possible to suggest sites to dmoz or its successor.
Of course there are other directories out there who operates on their own terms.

Dmoztools is only a static copy of dmoz when it closed. Curlie.org is the site for the live directory that replaced dmoz.
Find a category that accepts suggestions, it has a "document" icon.
