Do catagory rules change?

I submitted a site some time back to "Top: Shopping: Consumer Electronics: GPS - Global Positioning System " . I wanted the acronym GPS in the description but was denied by the editor because it was repeated in the catagory title. Sounded reasonable since at that time no descriptions had the acronym GPS in their description. However, now I see many, many descriptions with the acronym GPS in the description. Do the catagory rules change, unexpectantly and randomly? If so, why?

In my humble opinion, noting that I don't edit anywhere near that category, most of the "GPS"s in the descriptions should be removed.
