Hello prameya. I'm not sure exactly what you are asking.
If you mean does an editor consider the age of a site when reviewing it for possible inclusion in the directory, then the answer is no. Sites are listed if they have sufficient unique content to add value to a category, so whether they were created yesterday or 5 years ago is irrelevant.
If you mean can you suggest a site which is still under construction, the answer is that it is better to wait
until the site has "sufficient unique content to add value to a category."
