It does not matter. More than 200 editors can edit in any given category.
You can't. We don't know that either. All we know is how active an editor has been up until recently, and whether or not an editor has announced that they'll no longer be active (and of course, we don't know whether such an announcement is sincere, let alone whether it's true.)
But, of course, it's none of your business: even if you choose to tell the world how you spend your spare time (or your unspare time), you have no right to demand that information from anyone else. Even the Gestapo don't ask people that (they just pay the neighbors to spy...)
