If you have more than just the fact that your site suggestion hasn't been added yet as proof that the editor of the category is abusing his/her position by keeping out competitors, you can use our public abuse reporting system at http://report-abuse.dmoz.org.
You can file an abuse report.
If you claim that the editor has a site in the category, you should name the editor, name the site, and show the connection -- unspecific allegations won't go far. (Thanks, however, for not naming anyone in THIS public forum, where it is against the TOS.)
