No, probably not. Bookmarks is not where the categories backlog (if there is one) is found, they are in an editor only pool/queue attached to the category.
Part of an editors job is to add sites to the directory that they find themselves (or themselfs if you want to be a British councils idea of PC). Quite often an editor finds a site with a lot of quality links on it, and copies the links to their bookmarks to edit there prior to moving to the correct category.
Also editors leave copies of sites and other miscellaneoous data in their bookmarks for a number of reasons.
I can only answer in general here, but I know my bookmarks have sites that I found, some are listed, some have never been submitted, but I'll get around to them when I find time. (Rather a short commodity with the amount of work to do).
