Remember that nothing happens when you suggest a site, because the volunteer site suggesters generally do an extremely poor job of finding sites at the time the volunteer editors want to look at them! But that's people: doing things on their own schedule.
So site suggestions aren't trusted or high-priority resources. But they are PERSISTENT resources: that is, a suggestion doesn't go away until someone has looked at it and used it (or decided it's completely useless.) Which will happen based on the schedule of the volunteer editor.
It is, I hope, needless to say that there's no central control over the schedules of either the volunteer site suggestors or the volunteer site reviewers.
