Having trouble getting to submit page...

I'm on this page http://www.dmoz.org/add.html reading the instructions, the part Im having trouble is here:

"then click "suggest URL."* Follow the instructions on the submission form carefully."

when I do that, click "suggest URL" it takes me to the instruction page again http://www.dmoz.org/add.html - is there some error? I've tried both IE and another browser, even scrolling over "suggest URL" and it shows it takes me to the add.html page ... is there a form on that page Im missing?

I feel like an idiot becuz I'm pretty good at following directions

What is the URL of the page containing the "suggest URL" link that you are clicking on?

on this page http://www.dmoz.org/ I click "suggest URL" in the upper right area, and it loads the add page with the instructions, I'm going in a circle

ahhh go me ... "go directly to category" << helps if I read, trying that now, sorry
