I think the user wants to say that their access to the ODP website is restricted by their Goverment and submission is not possible.

I don't understand Chinese so I don't know if the site is suitable or where it might be submitted. If you could indicate which category you want to submit it to perhaps some kind passer-by would submit it on your behalf.
