Just like any other site.

1) check if the site is one DMOZ wants to list, see http://www.dmoz.org/guidelines/include.html
2) if the answer is yes, find the one best category that matches the subject of your site
3) suggest the site to that category providing a good title and description, see http://www.dmoz.org/guidelines/describing.html

Ready. That is all you can do.
Oneday an editor will review the suggestion and verify that you completed these 3 steps correctly. If they weren't he will make the necessary changes.
1) If it isn't listable it will be rejected
2) If it isn't the best category it will be moved to teh category that is best
