How can we sumbmit our site?

What do you mean with "it failed". Did you get an errormessage, than it was not suggested. Did you get the confirmation screen, than it was suggested succesfully.

However, we tried to suggest, but it says "Error reading from remote server".
So we are still clueless on how our site "can" be included in DMOZ. Do they block countries? Isn't that racism?

But we know that some countries have blocked access to DMOZ in the past.
