How do i list this site

I've been trying to list the site on ODP for 2 years but in vain. I've followed all the proper procedures but the wait is taking very long. Sometimes i dont even get a feedback.

I take it that means you keep on suggesting the site, (which is not following the proper procedure)

If you have suggested it twice, then please stop submitting, it does not help you, and if anything slows down the chances of review.
