How do I suggest a new category?

In spite of trying hard i cound find no link to suggest a new category? I would like to suggest "hindi" be added to http://dmoz.org/Test/World/.
Hindi is th major language of India spoken by a 50 million people and is yet not listed.

Ok so the languages located there are not located anywhere else? what the diff between dmoz/Test/World/Lang and dmoz/World/lang/?

No, a language category can be located either in Test/World/ or in World/, not both. Test/World is for languages that either have no editor who understands the language, or for some other reason can't be included in the directory - the Test/ tree isn't part of the directory.

Then it is pretty shocking that DMOZ has no editor who understands Urdu(everyone from pakistan should).

It is surprising, since it's a very broad based language - 100 million or more. (The estimate seems to vary a lot, to almost 300 million)

(I was actually talking to someone last week and was pleased to know that I was correct in guessing he was speaking Urdu)
