How does one suggest a new category?

I have recently applied to edit the category of my local town and was turned down because it was felt too large for a newbie. I would like to restrict myself to my local village, but it's not listed. (All the other villages around seem to be!) Who can I approach about this?

Name the town and village (and language you wish to apply for), and it might be considered.

Find the category where you think the new subcategory belongs. Apply to the parent category with 3 urls (with proper titles and descriptions) for the new subcategory, and in the comments explain why you think the new subcategory should be created. Provide some justification that there are more urls to list in the category - either put additional ones in the comments, reference a directory, or show a Google search. The reviewing meta might not want to create a new category if there is only going to be a few sites, and IMHO you should start editing in a category where you can add at least 10-20 sites, otherwise it is hard to build experience.
