Hello

I am new to building sites, I created a new site and submitted it here. It was not listed, and rightly so, I have since finished all of the under construction pages, anded new dynamic content, some rss feeds, and more interactive content. I think now compared to my peers its a good site, I was not happy with the domain name of the old site so I set up a 301 redirect, I would like to resubmit the site but I don't want you to thinks its spam because of the redirect.

Answer-technically is once. The suggestion guidelines specifically state to find the single most relevant category and suggest the URL one time to it. A couple of re-suggestions won't get the site tagged as a spammer though, you have to work really hard for that to occur. If you have suggested your site once, resuggesting it once to make sure it wasn't eaten by system gremlins wouldn't cause you any problems, and resuggesting the site due to a significant content change wouldn't cause a big problem either. If you have suggested it a 'few' times already, its best to stop. There is nothing that will be gained from resuggesting and at best it slows the review times and at worst in extreme cases could be tagged spam and become unlistable.

Absolutely what gunner said if that is what you meant by resuggesting the site, I read that post a different way originally.
