how submit one site to more than one category

As the ODP policy about adding sites says right at the beginning of step three:
Eceptions are handled in our guidelines sections Multiple Listings of an URL and Multi-lingual Sites.

YOu can either check the category it belongs in, or use the http://dmoz.org/ search function if you like. See FAQ: Why can't I find my site when I use ODP search? for a few details on the limitations of our search engine.

You aren't an editor so you can't list it. All you can do is suggest that we list it and you say you've already done that.
Some volunteer will process your listing suggestion in time but we can't predict who or when that might be. Elapsed times can range from a few days to a few years.
