what i am asking is... based on guidelines if you submit more than once your site may be spammed.

It is not only unnecessary but often counter-productive to suggest your site more than twice (a reasonable precaution after, say, 6 months, in case the first one hit a technical problem). Each suggestion will over-write previous ones, and if an editor chooses to review suggestions in date order, obviously the later suggestion will be reviewed later.

Also, the guidelines specifically ask that you choose the single most appropriate category for your site, so suggesting it to a whole lot of different categories wastes the time of volunteer editors. If you do this enough times editors get a bit fed up.

So in general, the best way of helping editors to find your site is to submit once, to the most appropriate category. A volunteer will review it in due course. :)

In at least 99999 out of a hundred thousand "submittal spamming" cases, you find out what happened by asking the webmaster what he did.

For the other case, you don't worry about it, and instead you worry about something that's more likely to happen -- such as a drunk driver bashing you off of the freeway, a natural disaster (fire, flood, tornado, hurricane, lightning), or your ISP being shut down by lawyers.

There's no standard mechanism for this problem, and there won't be, because the problem is just too rare to know what mechanism would be effective. It's just one of those odd situations that "humans just take care of" when they notice.

That's less than accurate.

A few listing suggestions won't get a website banned. Spamming may well do.

Suggesting a website to the wrong category won't trigger a ban. Suggesting it to many is spamming and might.
