Some say that suggesting sites in the Philippines are blocked by DMOZ. How do we know if a DMOZ editor is now reviewing our site?

I'm aware of no such policy and we are still accepting listing suggestions for/from there. It may be that some spammers are blocked of course :D

You don't (but somebody doing so right at this moment seems unlikely). If it's listable, we'll list it in time. If it isn't, we won't. In either case, duplicate suggestions serve no useful purpose and can be seen as spam.

I am confused...

If my site is showing up in most of the search engines that you have listed, should I still submit to dmoz?

A DMOZ listing doesn't hurt. At the very least, it's another place for potential visitors to find one's site. On the other hand, if one has unrealistic expectations, or if one thinks a DMOZ listing will work some sort of magic for a site, one will likely find only disappointment.

As is often advised here, submit your site and move on to other endeavors.
