There is no way of doing this, but if the reviewing editor doesn't find any content on the site it won't be listed - so the best way of making sure you're not going to be listed is not to have listable content 
If, on the other hand, you suggested your site and then discovered you suggested it in the wrong place, you may go ahead and submit it to the better category - once. One extra submission is not classed as spam.
