How to tell if my site has already been suggested ?

Dear Dmoz team,

I *think* I suggested an URL to dmoz 6/8months ago but I can't remember for sure.
The URL is not listed but it could be pending/rejected.

Is there a tool to check the "suggestion date" for a specific URL ? I would not want to be penalized for resubmitting the same URL

No, there is no such tool.
If you are not sure if it was suggested than suggesting it one more time won't do you any harm.
But this time make a note so you will remember
