As the title says, the dmoz.org seems can't load the pages these days.

Access to DMOZ is currently being blocked by the authorities of china, this isn't a problem on our side.
You could maybe access DMOZ via one of the data users like Google, but submission isn't possible from the chinese internet at the moment.
