Since only the first page is in English, the submission was moved to World/Deutsch/Computer/Software/Shareware/, where it sits in unreviewed, with 97 other sites. The closest category with editors is World/Deutsch/Computer/Software/, which has two editors and a total of 2334 unreviewed (including yours).

I have solved the language problem.
Now the visitor only has to click onto the british flag,
to get to the english content.
May i submit the page again, or would this be
considered as spam?

You may submit the page again to the English category now that you have English content. If you translate your site into other languages it would be proper to submit to those World categories as well. Submitting your site for each language it is available in is not considered spam.

You have a slight problem, in that the "primary" language is not English, and the site has already been sent to a World category for review there. If you just submit again, the editor may see the history, see that it's already been reviewed (and found wanting) for English content, see that it's still waiting review in World, and (quite reasonably) reject it out of hand.

What to do?

At the end of your suggested description, explicitly say something like "[content in Turkish, English, and Tocharian.]"

This may suggest that, this time around, the editor could expect to find English content, as well as the foreign content that may have caused it to be overlooked before.
