Sorry for the confusion. There's a difference in terminology here. You would have seen a note saying something about "Unable to determine your IP address ... bla bla ... no need to resubmit".
A year ago, such a problem would have caused your submittal to be completely lost; but the software was changed to drop such submittals into a "holding bin" for experienced editors to review (looking for patterns of massive spamming) before they were sent to the suggested category to be reviewed for a listing.
We call that holding area the "spam filter." And for the record, we do not assume that everything there is spam: we know that a large minority of them are NOT spam. So we look at all the submittals there; but when we look out intent is not to list any sites, but to quickly get them past the "spam filter" where other editors can give them their usual tender loving care.
It is (for legitimate sites) a delay -- yet another cost to society of unhanged spammers -- but not a rejection.
