Directories need to have a good quanity of listings to make it into our directory.

For requesting site reviews, we have a very efficient mechanism at dmoz.org (the "suggest URL" in the appropriate category.)

The submittal policies are fairly simple: First, FINISH THE SITE. Second, submit. Third, wait. Fourth, Submit again, once or ask about the status in these forums.

When your site is finished, submit it. We're not going to participate in your asymptotic search of the minimal content required to get an ODP listing.
