There is no way to tell. This should be compared for the average time for sites in a cat with an editor, where there is no telling.

Any editor in a category above that one, or any of the ~200 editors with "edit anywhere" permissions (that is, 'editalls' or 'metas')

In any priority, or none. Sometimes I scroll down to the middle of the list, then click on the first site that looks easy to review quickly...and continue in alphabetical order from there. Sometimes I don't. Other editors have their own habits. You should probably think of the order as completely random...it's close enough for all practical purposes.
