No earlier than one month from your last status, which would be May 29. As Shopping is generally a crowded category, I would recommend waiting longer, but that's up to you.

You were told to post after May 29, so I'm going to give you a new status now--but, just so you know, we've changed the policy regarding the limit between statuses. You will next, after this, be eligible for a status on December 29.

Unfortunately, all I can report is that there has been no change. There isn't a true "queue", editors can review sites in any order that they please so there is no way to tell you where you site falls as there is no specific order that they are required to be reviewed in.
