In the future, please wait at least one calendar month from your last update, as requested in the Forum Guidelines. However, since I already looked this up...
The category is not quite as small as you might think, looking from the outside. Your site is awaiting review with more than 75 others.
If you are asking whether editor applications are being accepted in this category, there is a "Volunteer" link at the bottom of the page. However, the large number of unreviewed sites, in combination with the category location makes me think that it may not be the best place for a new editor to apply -- but I don't review editor applications, so you can take my advice with a grain of salt. My advice, assuming that you are interested in helping the ODP, would be to find a smallish category (possibly in a less spammy area than Shopping) -- such as a Recreation category about a hobby, or perhaps a Regional category for your hometown. After you gain experience in editing, you may be able to apply for this category, assuming that you would be able to treat sites (even competitors) equally.

Yes, but nothing has been added in at least two months so 75 unreviewed sites does not sound unreasonable. I'll bet 10% to 15% are duplicate submissions because of the long wait time.

I'd take that bet. Most of the time, duplicate submissions overwrite the original, so they wouldn't be counted. In fact, of the more than 75 URLs awaiting review there, only one was a duplicate -- it is now gone, and there are still more than 75 sites waiting.
