2. As far as I understand my application (for an editor) should be reviewed by the editor of the higher category - the same one who hasn't accepted my site yet. So shall he/she review my application at all?

1. Nobody knows when an editor will come to this category. Of course you may inquire again (in this thread) after a few weeks.

2. Editor applications are worked on my a special kind of editors (meta editors) and generally have a higher priority than site submissions. So if you fill out the form, you can really expect it will be reviewed within the next three or four weeks, but it is usually done faster than that.
