A submission of November 27th is waiting for review. It seems to have overwritten an older submission that used to sit in the same place.

No. We don't assign tasks to volunteers, we just give them keys to categories. Where they go, and what they do there, we can't know ahead of time.

Just the usual. As a "volunteer submitter", find the right category, and submit a guidelines-compliant title and description; Volunteer to edit some category -- every little bit of help helps.

There are only 21 sites listed in the directory that I submit my site to, how many sites are waiting to be listed besides my site?

A few dozens.
